With reference to the

Shanghai Consul-General's telegram

of August the 15th. Evacuation

of British subjects from Shanghai.

I understand that arrangements are

being made for their reception and

maintenance in Hong Kong. Practice

in such cases is for refugees to

give undertakings to repay cost of

housing and maintenance and you

should obtain such undertakings-

from persons concried But so far as expenditure

incurred by Hong Kong Government

is not covered by repayments by

individuals and provided that

expenditure is confined to minimum

necessary His Majesty's Government

in United Kingdom will ultimately

refund
